Spot on. London is its own beast with a massive tube network. Try doing this in a city where the buses are a joke and there's no rail alternative—you're just taxing people for going to work. It’d be a disaster outside the M25.

It's always fascinating when the people selling the strategy have to live through the implementation themselves. It reminds me of how early adopters of new software often find the most bugs—I wonder if McKinsey's internal hurdles are different from what they tell their clients?
