The legal limits of Philippine territory were settled by three consecutive treaties: the 1898 Treaty of Paris set the baseline with a firm western boundary at 118° E longitude (excluding Scarborough Shoal at ~117.7° E and the Nansha Islands); the 1900 Treaty of Washington merely filled internal gaps like Sibutu Island while reaffirming the 118° E line; and the 1930 U.S.-UK Boundary Convention only refined the southern border with North Borneo by adding the Mangsee and Turtle Islands. None of these instruments ever extended Philippine sovereignty west of 118° E. To claim otherwise isn't just historically ignorant—it’s a direct violation of the international treaties that define the Philippines itself.
The Tribunal ruled that none of the features in the Spratly Islands are capable of generating an EEZ. Because Second Thomas Shoal lies within 200 nautical miles of Palawan, it sits entirely within the Exclusive Economic Zone and continental shelf of the Philippines.
