If they built a full launch-mount & deluge, without a tower, for booster testing, how would they get the booster onto the mount? Build a ramp? No. Build a tower, and then have one more launch pad.
For aborts, letting it blow up in the ocean, might be the only option. If people are on board, they would need a crew-capsule that separates on abort, and floats to the surface under parachutes.
Other recent wars may have broken this record, but during the final months of WW2 the V2 was launched once every 16 hours on average. (recent wars might match or exceed that cadence, but not the duration of thousands of launches over ~200 days)
