The rocket fuel had to be kept separate from the missiles because the fuel was corrosive.
So before firing a nuclear weapon they must first fuel these weapons to fire them.

Its interesting just how many parallels are with Arrakis and Mars. Desert, low water, 2 moons. In fact, if I remember correctly, Arrakis was originally supposed to BE Mars, but someone suggested that because people had too many preconceived notions about Mars, Frank Herbert decided to make a new planet instead.

In one of the Dune novels, Frank Herbert explains sandworm biology, and came up with a hypothesis of how Arrakis can have a high-oxygen atmosphere. Sandworms are silcon dioxide fire breathers.

In Dune they have very strict rules about the use of nuclear weapons. If a family used them to wipe out another House that House wouldn't last long. Even the Harkhonnen didn't use them against the Atreides for precisely this reason and Paul doesn't use them directly against the Emperor but rather to smash a mountain range protecting one side of the capital city.

The sandworms don't 'let' them ride them. When the hooks lift the scales it exposes the soft flesh underneath, the worm is just trying to keep the sand out of it.
