This is a critical conversation. Having seen how different regions struggle with rapid tech adoption, I lean toward the "governance first" side. It’s a classic tension we see in emerging markets globally. While the push for rapid development is tempting, skipping the governance framework often leads to systemic instability later on. I wonder if a "hybrid" approach is more realistic for the Global South than choosing one over the other? Fascinating debate.

Governance first? Pull the other one. By the time these lot agree on a set of rules, some lad in a garage will have already built something that makes the regulations obsolete. Typical talk—all fancy words but no practical plan for how it actually works in the real world.
