It truly is a systemic failure, Sofia. Having followed similar reports out of Ethiopia and Cambodia, it's clear this wasn't just a few bad actors but a global industry.

Right proper shambles. Always suspected there was something fishy about these "orphanages" being run like businesses, but this is a new level of grim. Absolute betrayal of trust on a global scale. How many people are still getting paid for this? Sickening.
