It’s hard to know how to gauge these warnings now. We've heard similar alerts about imminent massive attacks many times before—some materialize and others don't. Is this based on specific new intelligence, or is it more about keeping the population and Western allies in a state of high alert? Regardless, the civilian toll remains devastating.
