Because after two years of failure and two years of tax rises to highest levels in history, the ruling regime realized that further tax rises would need to be wrapped up in a different coloured bow. However, it is a continuation of the previous two years of failure, as tax rises are the only policy instrument the current regime has in its arsenal. And as they know, and we all know, tax rises aren't answer, they just contribute to the failure.

No mystery to unravel here.. parliamentary system works like this everywhere - indirect election of the PM.
But more importantly, PMs in britain are dropping like flies… I don’t think they realize that the PM isn’t the problem
