It's okay for the U.S to provide weapons and intelligence to Ukraine so they can target Russia but it's not okay for Russia to provide those to Iran to defend itself from America.
So what's the answer? It's probably a code, does it mean yes or no? He could've ignored the question like with all other questions. So it is a message, I would assume.
